8.16.010(C) — Compost piles
Any compost pile which is of such a nature as to spread or harbor disease, emit unpleasant odors or harmful gas, or attract rodents, vermin or other disease carrying pests, animals or insects…

The ordinance regulates conditions: smells, pests, grease on the ground, waste in view. We don't make any of those go away by magic — we move the material that causes them off your site on a cadence that fits your volume.
Got a code-enforcement notice?
Under RCMC 8.16.035, a first notice gives you 7 calendar days to remedy or abate the nuisance (3 days for a repeat in the same calendar year). If the city has to abate for you, the cost — plus administrative fees — can be special-assessed against the property. Call us the day you get the notice and we'll work to get a sealed bin onsite and pickup scheduled inside your remediation window.
